This sculpture commemorates the approval of a new constitution by a popular referendum in March 1993. It is located in the gardens behind the Casa de la Vall, the former headquarters of the ‘Consell General’ (Parliament of Andorra).

In the referendum held on 14 March 1993 the Andorran citizenry expressed their will to become a constitutional state, democratic and social, as expressed in article 1 of the Constitution.

Named "Hommage to the men and women of Andorra" the sculpture by Emili Armengol is made of wood and steel with silhouets of human figures. It was inaugurated on 26 October 1993 by Andorra two Co-Princes Joan Martí Alanís and François Mitterrand.

Joan Martí i Alanis (29 November 1928 - 11 October 2009) was a former Bishop of Urgell and hence former co-Prince of Andorra. He was Bishop of Urgell from 1971 to 2003. He was a co-signatory, along with François Mitterrand, of Andorra's new constitution in 1993. (visit link)

François Maurice Adrien Marie Mitterrand (26 October 1916 – 8 January 1996) was a French statesman, who served as the President of France from 1981 until 1995. He is the longest-serving President of France and, as leader of the Socialist Party, the first figure from the left elected President under the Fifth Republic. On 2 February 1993, in his capacity as co-prince of Andorra, Mitterrand and Joan Martí Alanis, who was Bishop of Urgell and therefore Andorra's other co-prince, signed Andorra's new constitution, which was later approved by referendum in the principality.
