The plaque reads:
Vicar Apostolic from 1829 and Bishop from 1847, Fleming expanded and restructured the Roman Catholic Church in Newfoundland, transforming a small mission into a full diocese. An Irish-born Franciscan and supporter of the Catholic Emancipation movement in Ireland led by Daniel O'Connell, he successfully fought for the right of Catholics to participate fully in the colonial political process. Bishop Fleming also laid the foundations of a Catholic education system, established parishes throughout rural Newfoundland, and devoted his later years to building the Basilica of St. John the Baptist.

Nommé vicaire apostolique en 1829 et évêque en 1847, Fleming transforma et fortifia l'Église catholique de Terre-Neuve, faisant d'une petite mission un diocèse. Franciscain irlandais et disciple du mouvement en faveur de l'émancipation des catholiques d'Irlande mené par Daniel O'Connell, il lutta avec succès pour le droit de ses fidèles de participer pleinement à la vie politique de la colonie. Mgr Fleming jeta également les bases d'un système d'éducation catholique, fonda des paroisses dans les régions rurales et consacra ses dernières années à la construction de la basilique St. John the Baptist.
