Little official descriptive information is available on the NGS datasheet - however in most cases it will be the highest point of the building, such as a spire, finial, weather vane, etc.

The clock tower on top of Old Main is one of the most prominent features on Campus & downtown, so it is not surprising that it was used for surveying purposes. The highest point of the tower would be the lightning rod protruding from the top.
