The time capsule is buried under the boulder. An article in The Western Advocate (Newspaper) dated July 22, 2001 records that ROCKLEY celebrated its 150th birthday, burying a time capsule in Stevens Park on the anniversary of the village's proclamation in 1851. It was carried there by the school captains & after all the school children present had shoveled dirt in the hole, a large boulder was placed on top of it.
The plaque is worded:
This time capsule was laidon Sunday 22nd July 2001to commemorate the150th Anniversaryproclamation of Rockley 1851 - 2001to be opened on the200th anniversaryin the year2051
