The memorial honours two Australians. Warrant Officer Leonard Victor Waters 1924 - 1993 the only Aboriginal pilot to fly in World War Two & Squadron Leader John Francis Jackson DFC 1908 - 1942. Jackson was killed in action whilst leading a flight of 5 Kittyhawks against a superior Japanese force of bombers & fighters over New Guinea. Warrant Officer Waters was buried with full military honours at St. George.
The memorial was officially dedicated by the Hon. Bruce Scott M.P. Federal Member for Maranoa and Minister for Veteran Affairs from 1996 to 2001. Bruce Scott was a producer of stud merino sheep, wool, lambs & grain prior to being elected to the House of Representatives for the Federal seat of Maranoa in 1990. He is a member of the National Party & the Deputy Speaker.
