In 1867, Governor Charles Guilain, a supporter of convict settlement in the colony, established a penal settlement at Bourail. From 1870 to 1880, the Bourail centre, which housed about 200 freed or convicted transportees, had almost assumed its definitive form with the completion of the Commander's residence, the women's penitentiary and the provisions store. The latter, also known as the provisions depot or central store, was where convicts newly granted a stretch of farmland came to collect clothing, bedding and food brought up from Noumea. Such provisions were made available to them at no cost for the first thirty months. After convict shipments to the colony were halted, the building passed from one owner to another. During the 1932 cyclone, it was used for a boarding house for pupils and, for a time, as a church. In 1938 cheese manufacturer "La Néra" made it their cheese-making plant but, with the onset of World War II, farming and cattle breeding became the key priorities and cheese production declined. The cheese plant was finally closed down in 1949. Thereafter, from 1966 to 1978, the old building was used by the veterinary authorities. It was finally listed as a historic monument in 1980 and restored to begin a new life as Bourail Museum in 1986.
