The Canadian Federation was formed on July 1, 1867 when the United Province of Canada was divided into Ontario and Quebec, together with New Brunswick and Nova Scotia, the four provinces became the Dominion of Canada. In the same year the Haliax Public Gardens were formed by the joining of two older gardens, the Nova Scotia Horticultural Society Garden from 1837 the an adjacent public park that opened a year earlier.

To commemorate these two events the non-academic sorority Beta Sigma Phi installed, at ground level, a sundial on the grounds of the Halifax Public Gardens on June 21, 1967. The Public Gardens is a formal Victorian garden in the downtown area of Halifax. Winding paths take visitors through seasonal flower beds and to ornate fountains, public lawns, and a large central bandstand. The gardens are planted with over 140 different species of trees. The main entrance on Spring Garden Road has a large ornate cast iron gate. Surrounding the Public Gardens are cast iron, wrought iron and welded metal fencing.
