The Stey-Nevant Public Library is in Farrell, Pennsylvania, which is located half way between Erie and Pittsburgh on the Ohio line. The Library is a department of the City.

In 1932, the Farrell Public Library opened on the second floor of the Fire Station thanks to two Farrell High School teachers, Helen Stey and Sarah Cooley, who believed there should be a public library in Farrell. A new building was constructed on the corner of Roemer Boulevard and Beechwood Avenue in 1951 to house the library. In 1976, when the City of Farrell voted to establish the Home Rule Charter form of government for the City, the library became a department of the city and the name was changed to the Stey-Nevant Public Library, honoring Mrs. Stey and her husband, who were instrumental in the creation of the library and Michael Nevant, who was mayor of Farrell when the Library opened.
The residents of the City of Farrell are entitled to free library cards. Non-residents must purchase cards although the Borough of Wheatland will reimburse the library for residents who get library cards if the family has school age children.
