We assume this to de a tidal benchmark, though there is no data sheet for it on either the NGS or Maine DOT sites. In the vicinity are 10 other tidal benchmarks of the 1060 series monumented much earlier.

This BM is mounted horizontally at the corner of a concrete pad which supports a bell on display in the traffic island.

From the NOAA:
BENCH MARK STAMPING: 1060 A 2010
DESIGNATION: 841 1060 A
The bench mark is a disk set on the southwest corner in a concrete pad 1.83 x 1.83 m (6.0 ft) to a bell located in the middle of a roundabout along State Highway 191 in Cutler, 41.16 m west of the Post Office, 41.67 m (136.7 ft) south from the front doors of the United Methodist Church, 29.63 m (97.2 ft) east from the northeast corner of Farris Wharf, 0.30 m (1.0 ft) north of the southwest edge of the concrete pad 1.83 m (6.0 ft) x 1.83 m (6.0 ft) that supports a bell, set flush in the concrete pad, 0.12 cm (0 inch) higher than the road.
