This mural was shown to us when I took a mural class at SUNY Broome around 2003. It was stated that it was done by a local group of painters. The class is not offered this year and there doesn't seem to be a web presence for this mural or the painters.
Since this does not have a common theme or style, I have trouble telling if this is a mural or graffiti.
