Monument is a fountain with slow constant flow of water. It runs from under the top outcropping down the grooved corners, and around the top of the bottom ledge gradually flowing out the corners on the bottom to gently splash in the bowl below. The gently splashing is to represent the constant flow of tears shed by all.

Pentagon shaped memorial with each face of the memorial for each branch of service from which the water flows downward. The memorial sits in the middle of landscaped paths leading from each point of the pentagon, the paths fade away first as solid concrete to stepping stones to grass.
