Instead of a memorial column or the like, West Virginia decided to commemorate the state’s contribution to the Vicksburg campaign with a bust of Major Azra Goodspeed, killed in action during the campaign. The bust stands on a pedestal along the Union Avenue .7 miles from the Wisconsin Memorial between stops 4 and 5. The memorial was sculpted by Aristide B. Cianfarani.

“The state memorial for West Virginia represents the 4th West Virginia Infantry, and commemorates the regiment's commander, Major Arza M. Goodspeed. It is located on Union Avenue south of Graveyard Road.”
For the siege’s sesquicentennial, an information banner accompanied the monument with further information:
“The West Virginia State Memorial commemorates the 4th West Virginia Infantry and Maj. Azra Goodspeed, who was killed during the assault on the Confederate defenses on May 19, 1863. This was the only West Virginia unit to participate in the Campaign and Siege of Vicksburg, and suffered 156 casualties during the conflict. The Memorial was dedicated on November 14, 1922.”
