Jan Kilinski (1760-1819) was one of the commanders of the Kosciuszko Uprising. A shoemaker by trade, he commanded the Warsaw Uprising of 1794, an uprising against the Russian garrison in Warsaw. He also became a member of Polish provisional government.
The monument was designed by Stanislaw Jackowski and cast in 1935 in the Lopienski Brothers factory. It consisted of a bronze sculpture 4 meters high and a granite plinth 3 meters high. The artist depicted Jan Kilinski moving to the assault, wearing a coat, with a sabre raised high and a pistol at his belt.
The inscription on the pedestal reads: "JANOWI KILINSKIMU WODZOWI LUDU STOLICY ROKU 1794. RODACY R. 1934".
