As I made some research on the internet, I found a death records site and looked for a Collin Michael Figgins.
I found one which was born May 12th, 1996 and died May 13th of the same year. He was from the town of Lucas which is only a few miles East of Fayette. I don't know if it's the same person but I have a feeling it is because of the writing on the plaque.
