This is the so-called 'Teufelsbrunnen' (Devil's Fountain) in Nürnberg, Germany, Bayern. It is located at the St. Lorenz Church.
The Gothic fountain has been built in 1888 by plans of Friedrich Wanderer. Its name comes from a local tale where the devil took a boy who lied.
The fountain can be visited all the time without any restrictions.
