Permanente Cement Company 0-4-0T #7 was originally built for the US Navy by Porter in 1918. After working for the Navy in Norfolk VA and Bremerton WA, it was acquired by Permanente Cement's predecessor the Olympic Portland Cement Company. The 50 ton locomotive is on display in Bloedel-Donovan Park.
The location is rather fitting as this is the site of the in Bloedel-Donovan lumber mill on Lake Whatcom. This mill was served by two railways and a streetcar line. Today, other than the name of the park and Locomotive 7, this is no reference to the vast lumber mill that was located here.
