"DESCRIBED BY NATIONAL GEODETIC SURVEY 1944 AT OWEGO. AT OWEGO, TIOGA COUNTY, AT THE COUNTY COURTHOUSE, IN THE NORTHWEST FACE OF THE WEST CORNER OF THE BUILDING, 26.2 FEET NORTHEAST OF THE NORTHEAST CURB OF PARK STREET, 23.6 FEET SOUTHWEST OF THE SOUTHWEST EDGE OF THE FRONT STEPS, AND 1.8 FEET ABOVE THE GROUND. A UNITED STATES GEOLOGICAL SURVEY STANDARD DISK, STAMPED 818 ALBANY 1898 AND SET VERTICALLY."
