Note that this is no longer City Hall. The Masonic Lodge still occupies the second floor, while the Zaner Robison Historical Museum is on the first. It's easiest to just go to the southwest corner of the building, where you'll see the benchmark disk near that corner, on the south wall.

DESCRIBED BY COAST AND GEODETIC SURVEY 1946 IN ROYCE CITY. AT ROYCE CITY, IN THE CITY HALL. 67.8 FEET NORTH OF THE NORTH RAIL OF THE MAIN TRACK OF THE MISSOURI, KANSAS AND TEXAS RAILROAD, 17.7 FEET SOUTH OF THE WEST ENTRANCE OF THE CITY HALL. A BRONZE DISK SET VERTICALLY IN THE SOUTH WALL OF THE CITY HALL.

RECOVERY NOTE BY NATIONAL GEODETIC SURVEY 1986 RECOVERED IN GOOD CONDITION. A NEW DESCRIPTION FOLLOWS. IN ROYCE CITY, AT THE JUNCTION OF MAIN AND ARCH STREETS, SET VERTICALLY IN THE SOUTHEAST FACE OF THE FOUNDATION WALL OF THE CITY HALL, 55.7 M (182.7 FT) SOUTHEAST OF THE CENTERLINE OF MAIN STREET, 10.2 M (33.5 FT) NORTHEAST OF THE CENTER OF ARCH STREET, AND 0.2 M (0.7 FT) NORTHEAST OF THE SOUTHWEST CORNER OF THE BUILDING. THE MARK IS 1.3 M ABOVE A SIDEWALK.
