Many of the lamps and lamp posts at Horton Plaza display this creature which is part fish and part bird. It has a fish face and feathered wings and tail. It may be an amaru..an Incan mythological creature similar to a dragon.

In Inca mythology, the amaru is a huge double-headed serpent that dwells underground. When illustrated on religious vessels, the amaru is often seen with bird-like feet and wings, so that it resembles a dragon.
