On May 16th 2003 Constable Shrive was on radar patrol, westbound on Hwy #17 between Storyland Rd. and Bruce St. in Horton Twp. when he attempted to make a "U" turn. A tractor trailer following the cruiser collided into the driver's door of the cruiser. Phil was taken to "hospital in Renfrew, then airlifted to hospital in Ottawa. He died seven days later from his injuries.
Ontario has permitted bridges and other highway structures to be dedicated in memory of fallen police officers since 2002. The Highway Memorial for Fallen Police Officers Act, 2002 is based on a private member’s bill introduced by Sudbury MPP Rick Bartolucci.
Since 2002, 27 provincial highway structures have been dedicated in honour of fallen police officers.
