His failure to create a permanent, all-inclusive union and to make arbitration labor's principal bargaining tool does not lessen his significance. Rather, a question remains as to whether or not his program might not have been better for the Nation instead of the emergence of trade unionism and the strike in the growing conflict between labor and capital.
