This sculpture depicts an animal which might be a capybara...wearing a strand of beads, a small hat and women's shoes on its hind feet.
There is no information at the site about the artist, title or date.
Note that Waymark WMCXYM posts similar sculptures (probably by the same artist) but the sculptures discussed and the photos provided do not include this sculpture and the sculptures mentioned in that Waymark are no longer present at the site with the exception of the featured photo of a cow in high heels.
