Deventer was a free town and the eagle on the coat of arms is probably derived from the divine roman empire. The eagle is single headed, indicating that the coat of arms was granted before 1250. From the 17th century the emperor's crown appears on the seals of the city. The crown on the coat of arms is based on an emperor's crown from 1602 (Rudoplh II).
