There is a public boat ramp in the harbour so these co-ordinates serve two purposes.
On the safety side, set these co-ordinates on your boat's GPSr as you depart so if you travel to the continental shelf or one of the islands on the horizon you will get back safely.
On the security side, there are restricted zones in & around the coal loading jetties & a set of co-ordinates on another sign details the parameters of these zones. Stray into these zones & you face prosecution.
