A simple story of a jazz fanatic woodwork teacher, Trevor Chaplin, and a green English teacher, Jill Swinburne, intent on saving the planet. Trevor is visited by a platinum blond who sells him some Bix Beiderbecke LPs in aid of cub funds. Unfortunately the wrong LPs arrive.
Whilst in the park Trevor referees a football match between two boys teams, coached by Big Al and Little Norm. Whilst refereeing Trevor sees the blond lady going pass and gives the refereeing to Jill. A fight breaks out and Jill, Big Al, and Little Norm are arrested by Sergeant Hobson, a graduate copper who investigates everything, however small.
Trevor fails to follow the blond lady. However, whilst out canvassing for Jill’s election to the council, Trevor spots a cub scout and follows him to the hut, where he gets a good kicking and a summons to appear before Sergeant Hobson.
Eventually it becomes clear that the blond lady is Big Al’s sister and Big Al exchanges the records. Big Al runs what he calls a white economy. Unfortunately Big Al’s activities do not go down well with a local councillor, who is intent on closing Big Al down. Sergeant Hobson investigates the councillor and finds there are links to his Superintendent and many cases of corruption. The councillor and the Superintendent are arrested by Sergeant Hobson.
