The building started as the Sailors' Rest home and was run by the Fremantle branch of the Women's Christian Temperance Union (WCTU). The two storey rendered building was constructed in the Federation Free Classical style and is currently used by the Notre Dame University.

This stone was laid by the Rt Hon Sir John Forrest P.C., K.C.M.C. 9th October 1899 W.A. Nelson architect T. Game, Builder.
