This citizen memorial resides in front of some tennis courts within Memorial Park.

Located on the east side of some tennis courts is a large boulder with a plaque that reads:

LOUMENA TENNIS COURTS

THESE COURTS WERE CONSTRUCTED
WITH FUNDS BEQUEATHED TO
THE CITY FROM THE ESTATE OF
JEAN LOUMENA. THEY ARE A
LASTING MEMORIAL TO THE
MEMORY OF THIS GENEROUS
FRENCH BARBER, WHO WAS KNOWN
TO ALL AS

"FRENCHIE"
CONSTRUCTED        1959

The only online info I could find on Jean was on FindaGrave.com. He is buried in Lassen Cemetery. He was born in 1876 and died July, 1956.
