The man depicted seems to be an officer giving his respects to Officer Karp back in 1972.
"On January 7, 1973 the Tustin Police Department lost its only officer killed in the line of duty, Wally Karp. While responding to a domestic disturbance/mental patient call, he was ambushed by the assailant and mortally wounded. Wally, a Marine combat veteran, left a family behind.
It was not until 2000 that a small group of employees decided that the time had come to give Wally the proper recognition of his ultimate sacrifice. Using fundraising ideas, donations, and payroll deductions, in cooperation with City staff, the Wally Karp Memorial was dedicated on January 7, 2001, the 28th anniversary of his death. His surviving daughter and grandson were present for the unveiling. The project was completed almost two years ahead of schedule, thanks to the dedication and commitment of all those involved."
