As described by the U.S. Coast and Geodetic Survey ("CGS") in 1933:

"IN KINGSLAND.
IN THE CONCRETE BASE OF THE SOUTHWEST LEG OF TEXAS AND NEW ORLEANS R.R. WATER TOWER 9.5 FT. NORTHEAST OF THE CENTERLINE OF THE TRACK AND ABOUT 3 1/2 FEET ABOVE THE TRACK LEVEL."

The 1933 description has become a little obsolete over time, but still provides some helpful references for locating this station:
* It is on the top of a 2ft by 2ft by 3.5ft concrete block, 9.5 feet NNE of a now defunct railroad track, 153 feet SSW of the center line of King Court, and 334 feet WNW of the center line of Chamberlain Street.
* The water tower is completely gone, all that remains is the concrete base mentioned in the original CGS narrative.
The easiest way to approach this station is from the east (by the parking lot of the nearby establishment) and walk along the track for ~150 feet until one reaches the cement block.

The station's associated NGS Data Sheet's posted coordinates seem to be slightly off, at least at the time of this waymark's posting. Its most recent associated NGS Data Sheet reports it as "N 30 39 36.5 W 098 26 15.0" (i.e. "N 30° 39.608 W 98° 26.250"), which points to a location ~15 ft NNE from the actual BM. The actual coordinates -- as measured within 10' accuracy and 20+ reading averages -- were "N 30° 39.607 W 98° 26.251". This slight discrepancy is likely due to the fact that the current posted NGS coordinates were provided by a previous geocacher back in 2005, when GPSr were slightly less sensitive than those available today.

The station was recovered in good condition; see posted waymark's gallery images for BM close-up and setting details (some of which are now posted on the NGS website itself as well).
