I found no information on Norman S. Talley.
This is the typical limestone Woodman marker that appears to be a treestump. A couple of things make this unusual - 1.) the "logs" that the treestump "rests" on are mostly buried and the main portion of the marker is askew from the base, and 2.) the inscription plaque and seal appear to be marble.
