This road was one of many WPA projects in the refuge. It was a joint construction with the Public Works Administration, a private firm, and the WPA. The construction was completed in 1940. The raod starts on the south side of the mountain and circles counter-clockwise around twice before reaching the peak where a large parking lot has been constructed. The monument with the WPA plaque is on the northern end of the parking lot and has the elevation of 2,465.3 engraved on it.
