The plaque is part of a 9/11 memorial, which also includes a cobblestone compass rose and a 15-foot abstract steel sculpture at its center. The sculpture and compass rose were designed by Florida State College art professors Michael Cottrell and Patrick Miko, respectively.

The plaque reads:

Hope is the thing with feathers
That perches in the soul.
And sings the tune

And never stops at all.
