As described by the Coast and Geodetic Survey ("CGS") in 1952:
"THE STATION IS LOCATED 3 BLOCKS NORTH OF THE SOUTHERN PACIFIC RAILROAD STATION IN WALLER IN THE SOUTHWEST ANGLE OF AN INTERSECTION. IT IS A FOUR LEGGED STEEL STRUCTURE SUPPORTING A TANK AND HAS AN OVERALL HEIGHT OF 150 FEET. THE POINT OBSERVED WAS THE APEX OF THE TOP OF TANK."
The CGS description is pretty accurate (save for the actual railroad STATION, which is no longer there), and so are the associated NGS Data Sheet's coordinates. This benchmark is actually hard to miss when in the general vicinity, as long as you don't get TOO close to the tank in question (so that you can still spot the actual reference point, namely the apex of the metal tank).
