From Smithsonian Art List "Full-length female figure of Liberty or Victory stands atop tall column with military figures at base. Liberty (or Victory) holds a sword, blade down, in her proper right hand. She wears classical dress. The granite sculpture stands on a pedestal at the top of a multi-tiered column. The capital of the column is ornately carved with relief designs. Part-way down the column are two side platforms with low pedestals. Standing on each pedestal is a full-length bronze figure backing up to the column. On the proper left side is the figure of a Civil War sailor. He wears a navy uniform and rests his proper right hand on his belt. His proper left leg rests on a pier. On the proper right side is a Civil War soldier. The soldier wears a military uniform, overcoat and cap. He holds a bayonet in his proper right hand; his proper left arm is akimbo. The column ends in three steps. Around the outer edges of the monument are placed Civil War cannon and stacks of cannonballs."
