The decoration of British Telecom street side junction boxes is part of an initiative by Southwark Council in the Borough and Bankside areas. Funding from Borough & Bankside Community Council's "Cleaner Greener Safer" scheme is being used to make these boxes more attractive and to try and deter graffiti and fly posters.
The utility box is against a wall so it is doubtful that the back is decorated. The main image is on the front of the box and it wraps around the end panels and on to the top of the box. The work was carried out by Steven Ball who, to date, has decorated eight of these utility boxes.
