Most Army land goes unused for long periods or is left as open space for possible expansion. It might have been used long ago, but with force draw downs, it not sits open and overgrown. The Army lets local farmers grom crops on the land in return for services like mowing of roadsides and around lakes and ponds. It is a mutatal give and take relationship that works for both sides.
