The MIMOA website tells us:
This storm (or rain) water pumping station was constructed as part of the infrastructure works required for the re-development of London's Docklands. What you see is literally the tip of the iceberg, with the structure extending some 25m below ground. Two concentric cylinders make up the station. The innermost contains the pumping chamber, at the bottom of which lie submersible pumps, whilst the outer is a maintenance zone. For an architect so closely associated with the "high-tech" style, all the trappings are present; ducts, vents, pipes and railing - and in this context it's completely appropriate and totally functional. It's a credit to the client for commissioning a first rate architect, and a credit to the architect for taking so much time and effort over such a small (and what many would consider to be an insignificant) project.
A Bing bird's eye view of the pumping station can be seen here.
