The Mass Notification System (MNS) consists of five towers located in various sections of CFB Esquimalt. These towers are designed to withstand a magnitude 8.0 earthquake. The system can be used to alert base personnel in the event of a disaster or other base emergency and has four different tones:
  • Test tone: An alternating tone that lasts for 30 seconds and will be activated on the first Wednesday of each month at 11 am. The tone is followed by this voice message:
    • "This is a test of the siren system. It is only a test. If this had been a real alarm, listen to this system for further instructions. This is a test."

  • Wail tone: This tone varies from a low to high to low sound. It runs for one minute followed by one of these voice messages:
    • Tsunami Alert: "Tsunami alert, tsunami alert. Move to higher ground or inland now. This is NOT a drill. Tsunami alert, tsunami alert, move to higher ground now."
    • Evacuation Warning: "An evacuation order has been issued for the Base and you must leave now. This is NOT a drill; an evacuation order has been issued for the Base, leave now."
The cycle is repeated three times and conducted every 6 minutes until the "all clear" is sounded.

  • Shelter tone: A repeated blast of a single tone which runs for one minute (15 seconds for a lockdown) followed by one of these voice messages:
    • Shelter: "A dangerous condition exists on the Base and you must seek shelter indoors. SEEK SHELTER NOW. Do not proceed outside until directed to do so. This is NOT a drill."
    • Lockdown: "Security alert, security alert. This is a Base Emergency. Commence lockdown procedures now. This is not a drill."
The cycle is repeated three times and conducted every 6 minutes until the "all clear" is sounded.

  • All Clear tone: This tone resembles Westminster Chimes and is sounded when a warning is cancelled. The tone runs for one minute followed by a voice message saying "All clear, all clear" and a one minute rest period. The cycle is repeated three times.
Initial testing of the system occurred during the week of February 2-6, 2015 and final contractor trials will take place on March 4, 2015.
