As described by the Coast and Geodetic Survey ("CGS") in 1954:

"THE STATION IS THE BALL ATOP THE METAL TANK LOCATED AT THE CORNER OF WASHINGTON AND 13 TH. ST. IN THE TOWN OF HEMPSTEAD. THE TANK IS SUPPORTED BY FOUR LEGS AND IS APPROXIMATELY 120 FEET HIGH."

The CGS description is pretty accurate, and so are the associated NGS Data Sheet's coordinates. This benchmark is actually hard to miss when in the general vicinity, as long as you don't get TOO close to the tank in question (so that you can still spot the reference point in question, i.e. the ball atop the metal tank).
