This benchmark is located on the SW headwall of a culvert underneath Old Hempstead Hwy (US Hwy BUS-290), about 950 ft SE of its intersection with Farr Street in Waller, Texas.

As described by the National Geodetic Survey in 1978:

"0.3 MI SE FROM WALLER.
ABOUT 0.3 MILE SOUTHEAST ALONG U.S. HIGHWAY 290 FROM THE JUNCTION OF ALLIANCE STREET AND U.S. HIGHWAY 290 IN WALLER. SET IN THE SOUTHWEST HEADWALL TO A 4X6 FOOT BOX CULVERT, 18.5 FEET SOUTHWEST OF THE CENTERLINE OF THE EAST BOUND LANES OF U.S. HIGHWAY 290, AND 8.5 FEET SOUTHEAST OF THE NORTHWEST END OF THE RETAINING WALL."

The NGS description and associated reference points (i.e. distances/directions) are a good starting point for locating this station, however please note the following updates (as of the last recovery by a fellow geocacher back in 2007):
* US Hwy 290 has moved further up North, the referenced highway is now called "Old Hempstead Hwy", or "US Hwy BUS-290".
* The distance to the junction with Alliance St is actually closer to 0.41 miles (not 0.3 miles).
* There are actually 2 culverts present in the area; the station is located on the headwall of the NW set of culverts.

The most recently posted NGS Data Sheet's coordinates seemed to match reasonably well with my own personal observations, with just a 10ft difference: it states "N 30 03 19.53 W 095 55 19.21", which was in line with my findings as measured with 10' accuracy and 10+ reading averages: "N 30° 03.326 W 095° 55.322".
