The original promotion for the Pelicans in Paradise, as quoted from the first website listed in Additional References states the history as:

"Pelicans in Paradise is a public art project organized by the Pensacola News Journal in which pelican statues of reinforced fiberglass are decorated by various artists, selected by the statues' sponsors, and placed at various outdoor locations around the downtown Pensacola area.
Pelicans in Paradise was inspired by the similar CowParade project, which Pensacola News Journal president & publisher Denise Ivey witnessed during a 2002 trip to Portland, Oregon. Each fiberglass pelican is nearly 5 feet tall and weighs about 70 pounds; each pelican sits on a 48 inch by 40 inch, 450-pound cement "perch."
A total of 41 pelicans have been commissioned for the project: the initial project included twenty-one pelicans launched between June 23-July 2, 2004, followed by a "Second Flight" between November 15-19, and five more in Spring 2005. One remains unfinished. On May 9, 2005, the pelicans began to be removed, cleaned and returned to their owners/sponsors. Many have remained in the same place.
All pelican designs have been reproduced in the form of scale replicas, which are available for purchase from the Pensacola News Journal. Other Pelicans in Paradise products include T-shirts, posters and magnets. All proceeds from sponsorship and merchandise go to benefit the News Journal's Newspapers in Education literacy program."

However, there are references to many more pelicans that have been sponsored since 2004, as many as 64 total count ... or more. Apparently there is a map of the original locations but it was not maintained to include more current pelican additions.

The Peli-Scotsman pelican featured here in front of the Hampton Inn at 2 Via Deluna Drive, Pensacola Beach, FL 32561 is of the more recent vintage of pelican statue. It is marked on the map but is not part of the original photos listed by Pensapedia webpage below. The names of the statues and of the artists are not well documented for those sponsored after 2004. This Peli-Scotsman statue must have been created between July 2008 to July 2011 since it is shown in photos posted between these years (see attribute below).

Peli-Scotsman is dressed in a modified rendition of a formal Prince Charles black jacket and vest over his white shirt. The pelican wears a red and black Scottish plaid kilt but the formal Sporran is missing at this time (photos of earlier years show he previously did have a Sporran). His feet are wearing adapted black brogues with white socks. Around his neck he wears a decorative tie similar to a bow tie. His hat is of fuzzy cloth which reminds me of the English guards one sees on guard at the Royal palace.
