Unlike most horse-and-buggy-era infrastructure in this nearly 300-year-old city, these horse troughs still get used. A LOT.
The carriage-horse tour industry in New Orleans is alive and well. There are dozens of horse-drawn carriages wandering the streets of the French quarter every day, filled with tourists, on a daily basis. These troughs are filled with cold water for these hard-working animals who are part of the fabric of this quaint section of New Orleans.
