The Old Town Hall at the northwest corner of Second and Delaware Streets was constructed between 1823 and 1826. The brick three-story three-bay building has a hipped roof wit a octagonal cupola. The first floor is arcaded at its center bay which allowed farm wagons access to the market on market days.

The building is in very good condition. It continues to house some city offices though most are located in a different building across the street. It also houses offices for the local newspaper and the New Castle Green trustees.
