The sculpture is a large space, supported by a vertical propeller and an opposing one at the top, to commemorate Sacramento Sherrifs deputies killed in a crash nearby in July 2005.

There is no fee to bicyclists, or walk in hikers. The memorial is about 9 feet tall and can be seen from the river also.
There is a bench facing the plaque that explains its reason for this location.
