Riverside Park in Kamloops was begun in 1905, on the former site of a lumber mill and a pig farm. Since its inception it has been the major park in the city, with the greatest number of amenities. It is far and away the most used park in the city.

Near the southwest corner of the large park is a circular rose garden, the roses for which were donated to the city by Mrs. Meryl Matthews. First opened on May 8, 1982, the garden was re-dedicated August 1999 and is now officially "Peter Wing Rotary Rose Garden" to honour former Kamloops Mayor Peter Wing (the first mayor in North America of Chinese descent).

Within the garden are two pergolas. Mounted near the northwest corner of the concrete foundation of the south pergola is this plaque, dedicated to Wayne F. Suggitt. Unfortunately no information that could definitely be attributed to this Wayne Suggitt has been found.

The plaque, with a fish above the text, reads as follows:

In loving memory of
WAYNE F. SUGGITT
"He was the best"
