The visitor centre is on Highway 97 as it passes through town. In town it is Harvey Avenue and the visitor centre is on the north side of it between Ellis and Bertram Streets. The utility box in question is at the west end of the visitor centre's parking lot.
This box's decoration sticks to the local theme of advertising the local produce, which in this case is grapes, or more specifically, wine. We've lost count of how many wineries there are in the Kelowna area now. A quick search comes up with the number 25 in the Kelowna area.
25 years ago there were three or four at most. As the price of fruit crops fell, the prices wineries could charge for good wines were rising. Result - orchards became vineyards and a whole new industry, that of upscale winemaking, exploded in the Okanagan.
The signs on the utility box, again, are covers of vintage issues of British Columbia Magazine. These are from the mid '70s.
