Public library located in Homer NY, that was built through a grant from local philanthropist George Phillips, who donated $50,000 for its design, construction and operation.
The building was designed by noted architect Archimedes Russell, with approval received in 1902,. The building was completed and opened to the public in 1903.
It is still carrying out its original purpose withing the community.
