THE PLAQUEThe metal plaque is placed in a granite stone pedestal at the entrance of the Marina and it reads:

What was inaugurated?"The Marina Porto Atlântico is the largest space available in Oporto to receive pleasure boats visiting this region of Portugal or that are passing by sea to other places.
Located in North Breakwater of the Port of Leixões in Leca da Palmeira, the marina has 240 seats available for mooring and is managed by an association of clubs, established on 25 October 1992, formed by the Naval Leca Club, Atlantic Sailing Club and Sport Club do Porto."

Who was that inaugurated it? " Manuel Pedro Cunha da Silva Pereira (15 August 1962) is a Portuguese lawyer and politician.
He has a degree in Law and a Masters in Law and Political Sciences, Faculty of Law, University of Lisbon. It's assistant at the Law Faculty of the University of Lisbon since 1984 and assistant professor in the Department of Law of the Autonomous University of Lisbon Luis de Camoes, since 1986. It carries out advocacy since 1988, was legal adviser to the Ministry of the Environment (1988-1997) and deputy minister of the prime minister (1997-1999), TVI information editor (1992-1996), member of the Council of Europe Committee of Experts on the Repair Damage Caused by the Environment (1988-1992) and National Expert Group of the European Union for Environmental Liability (1995-1997). He joined the Socialist Party in 2000, a member of the National Secretariat, since 2004. He was elected to Parliament in 2002. In 2005 he was appointed minister of the XVII Constitutional Government Presidency of José Sócrates, assuming the same position in the eighteenth Government ."
