Located at what's known as the 'Memorial Quad' is a plaque monumented in the NW corner that reads:

THE WALKS
OF THIS QUADRANGLE ARE THE GIFT OF
CHAPLAIN WILLIAM S. GILBERT
AS A MEMORIAL
TO THE MEN OF THE UNIVERSITY
WHO SERVED THEIR COUNTRY
IN TIME OF WAR

I located a website that highlights the background of this quadrangle and reads:

The Memorial Quad was designed by architect Ellis F. Lawrence as the "main university quadrangle." Lawrence designed many of the buildings that make up the quad, including Peterson and Gilbert Halls, now part of the Lillis Business Complex, which lie at the very end of the Quad, across 13th street. Plaques designate the walkways of the quadrangle to be the gift of Chaplain William S. Gilbert, as a memory to those from the university who served their country in time of war.

I also located a PDF document of an Oregon National Guard newsletter from 1922 that contains a picture of Chaplain Gilbert, known to many as 'Chappie." Chaplain Gilbert lived from 1864 to 1930 and is interred at River View Cemetery in Portland, OR.
