The plaque reads:

This garden [Japanese Garden] is a product of the spirit of reconciliation between Japan and the United States after WWII. The sister cities programs and "friendship gardens" across the United States became symbols of cooperation and cultural exchange. This 250-year-old stone lantern was donated in 1964 by Denver's sister city, Takayama, Japan.

Please note that the plaque explaining about the lantern is found about 30 yards to the west by the Japanese ponds. The Denver Botanic Gardens does charge admission:

Members: Free
Adults: $12.50
Seniors (65 and over): $9.50
Students with a valid ID: $9
Children 3-15 $9
Children 2 and under Free

The gardens are open from 9 am to 4 pm, except for special events. Always check their website to make sure they are open (visit link) .
